OBS supports IAM granular access permissions in NL

IAM's granular access permissions are now supported by the OBS in the NL region. This now allows you to assign individual permissions at action level in the NL region and thus protect your OBS by introducing the least privilege principle. A total of 61 actions are also available in the NL region on which permissions can be configured individually.
