Whitepaper: The public cloud for the public sector

With the Online Access Act (OZG), the Federal Republic aims to ensure that citizens will be able to access more than 500 services digitally by the end of 2022. The Register Modernization Act, for example, is intended to standardize the data processing of all public offices and authorities. In the future, citizens will only need their tax identification number for all administrative services, instead of having to re-enter their data each time they contact public sector institutions.

To achieve this, the IT infrastructure must be adapted. Here, public cloud resources can complement the solutions of the federal and state governments' own IT service providers. And, thanks to flexible scaling options and the rapid provision of new services, can make the public administration significantly more digital. In addition, the cloud creates the right foundations for the use of innovative technologies – such as those based on artificial intelligence or machine learning.

Security, data protection, independence: What decision-makers need to bear in mind

In order to use the public cloud, the public sector must adhere to numerous regulations and laws – especially with regard to data protection and security. In addition to the GDPR regulations, the data center location and the headquarters of the public cloud provider play a particularly important role. Furthermore, specific tendering and procurement laws apply to public offices and authorities. The decision-makers have to rely on cloud platforms that are based on open standards and enable a smooth change of provider. In addition, public sector clients must pay particular attention to effective security and encryption technologies as well as dedicated computing resources and significant certificates.
